What a WhatsApp group cannot do: address the org chart automatically, record who confirmed receipt, and make a forged circular impossible. Every directive here is attributed to a role and measured against the wards it actually reached.

Silent wards correlate almost exactly with the exposed and vacant wards on the power map. That is the point: acknowledgement is not a communications metric, it is a structure metric wearing a different hat. A ward that does not confirm receipt is a ward with nobody in post to confirm it.

Membership follows role. Nobody is added by hand, so nobody has to be removed by hand either — revoking a ward office revokes the channel with it. This is the structural answer to “who put that person in the group?”, and to the forged circular problem: a directive that did not come through a role cannot be authentic.
