Every figure here is read off a photographed EC8A carrying a geotag, a timestamp and an identified agent. Accredited agents feed the tally; open citizen reports are a separate stream that can corroborate and raise incidents but never enters the count. The platform reports what was collected — it does not declare a winner.

151 forms were captured with no network and synced when signal returned, preserving the original timestamp and GPS. In Baruten, Kaiama, Edu and Pategi that is the normal case, not the exception — a system that requires connectivity at the moment of capture simply does not collect those wards.

Denominator is the 1,872 polling units in the bundled 2015 INEC directory. The 2021 expansion raised the true figure; coverage will read lower against a current roll. The number is deliberately not adjusted upward by guesswork.

Turnout is against the registered voters on the 985 forms actually received, not the state register — quoting it against the full roll while a third of units are outstanding would be misleading. 3 units have a second submission that disagrees; those are published as disputed rather than silently resolved.
